# Demolition Safety in Ireland: Planning, Notification, and Key Controls --- Demolition is consistently one of the most hazardous activities in the Irish construction industry. Structural instability, falls from height, exposure to hazardous materials, and the unpredictable behaviour of ageing structures combine to create a risk profile that demands careful planning and rigorous control. The HSA's fatality statistics show that demolition work accounts for a disproportionate share of construction deaths relative to the volume of work involved. Despite this, demolition work is sometimes treated as less demanding than new construction, on the basis that the structure is coming down rather than going up. This is a dangerous misconception. A poorly planned demolition is far more dangerous than a poorly planned construction project, because the risks escalate rapidly once structural elements are removed and the remaining structure becomes unpredictable. This article sets out the legal requirements for demolition work in Ireland, the planning and notification obligations, and the key safety controls that must be in place before and during demolition. --- ## The Legal Framework The primary legislation governing demolition work in Ireland is the Safety, Health and Welfare at Work (Construction) Regulations 2013. Demolition is specifically listed as a type of construction work to which the Regulations apply, and the Regulations impose specific requirements in relation to demolition planning and the appointment of project supervisors. The Safety, Health and Welfare at Work (General Application) Regulations 2007 also apply, particularly in relation to work at height, manual handling, and hazardous substances. Where demolition involves the disturbance of asbestos-containing materials, the Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations 2006 (as amended) apply in addition to the Construction Regulations. --- ## Pre-Demolition Survey and Structural Assessment Before any demolition work begins, a comprehensive pre-demolition survey must be carried out. The survey has two components. ### Structural Survey The structural survey assesses the condition of the structure and identifies any features that could affect the safety of the demolition. This includes: - The construction method and materials used (load-bearing walls, steel frame, reinforced concrete, timber frame, etc.) - The condition of the structure, including any deterioration, previous alterations, or damage - The presence of any features that could cause unexpected collapse, such as pre-stressed or post-tensioned concrete elements - The proximity of adjacent structures and the risk of progressive collapse - The ground conditions and the risk of undermining adjacent structures or services The structural survey should be carried out by a structural engineer with experience in demolition work. The findings must inform the demolition method and sequence. ### Hazardous Materials Survey The hazardous materials survey identifies any materials in the structure that could pose a risk to workers or the public during demolition. The most important hazardous material in older Irish buildings is asbestos, but the survey should also cover: - Lead-based paint (common in buildings constructed before the 1970s) - Polychlorinated biphenyls (PCBs) in electrical equipment - Contaminated land or groundwater beneath the structure - Fuel storage tanks or pipework - Biological hazards (bird or bat droppings, mould) Where asbestos-containing materials are identified, they must be removed by a licensed asbestos removal contractor before demolition begins, unless the demolition method is such that the ACMs will not be disturbed. In practice, it is almost always safer and more practical to remove ACMs before demolition. --- ## Demolition Method Statement and Sequence Every demolition project must have a written demolition method statement that describes how the work will be carried out safely. The method statement must address: - The demolition sequence: the order in which structural elements will be removed - The methods to be used (hand demolition, mechanical demolition, or a combination) - The temporary support measures to be implemented to maintain stability during the demolition sequence - The arrangements for managing falling debris - The exclusion zones to be established around the demolition area - The arrangements for dust suppression - The arrangements for managing hazardous materials - The emergency procedures The demolition sequence is particularly important. Removing structural elements in the wrong order can cause sudden and unexpected collapse. The sequence must be designed to maintain the stability of the remaining structure at every stage of the demolition process. --- ## HSA Notification Where a demolition project meets the notification threshold under the Construction Regulations 2013, the PSDP must submit an AF1 Advance Notification form to the HSA before work begins. The notification threshold is met when: - The construction phase (including demolition) is likely to last longer than 30 working days and have more than 20 workers simultaneously on site, or - The volume of work is likely to exceed 500 person-days, or - The work involves particular risks listed in Schedule 1 of the Regulations Demolition work is specifically listed in Schedule 1 as a type of work involving particular risks. This means that the notification requirement applies to demolition projects regardless of their size or duration, as long as the work involves the risks described in Schedule 1. In practice, most demolition projects of any significance will trigger the notification requirement, and a PSDP and PSCS must be appointed. --- ## Key Safety Controls During Demolition ### Exclusion Zones An exclusion zone must be established around the demolition area before work begins. The zone must be large enough to contain any falling debris and must be clearly marked with barriers and signage. No person other than those directly involved in the demolition work should be permitted to enter the exclusion zone. Where the demolition site is adjacent to a public road or footpath, additional measures may be required to protect members of the public, including hoarding, overhead protection, and traffic management arrangements. ### Structural Stability Monitoring The structural stability of the remaining structure must be monitored throughout the demolition process. This is particularly important where: - The structure has been weakened by the removal of key structural elements - The demolition is being carried out in stages over an extended period - The structure is in poor condition or has been subject to previous alterations - Adverse weather conditions (high winds, heavy rain) could affect stability Where there is any doubt about the stability of the remaining structure, work must be stopped and a structural engineer consulted before proceeding. ### Dust Control Demolition generates large quantities of dust, which can contain hazardous substances including silica, asbestos, and lead. Dust must be controlled by: - Wetting the structure with water before and during demolition - Using enclosed chutes for the removal of debris - Fitting mechanical plant with water suppression systems - Providing workers with appropriate respiratory protective equipment (RPE) Where asbestos-containing materials are present, the dust control requirements are more stringent and must comply with the Asbestos Regulations. ### Working at Height Much demolition work involves working at height, whether on the structure being demolished or on scaffolding or MEWPs used to access the work area. The working at height requirements of the General Application Regulations 2007 apply in full, including the requirement for edge protection on all working platforms and the prohibition on working on fragile surfaces without adequate precautions. ### Lone Working Demolition work must not be carried out by lone workers. The risk of sudden structural collapse means that a worker who is injured during demolition must have colleagues nearby who can summon help immediately. --- ## Competence Requirements Demolition work must be carried out by competent persons.
