Site safety inspections on Irish construction sites are not optional — they are a legal requirement under the Safety, Health and Welfare at Work (Construction) Regulations 2013 (S.I. No. 291/2013). Under Regulation 23(5), a site safety representative has the right to inspect the whole or any part of a construction site, and under Regulation 23(6), the Project Supervisor for the Construction Stage (PSCS), the contractor employing the site safety representative, and the site safety representative must agree on the frequency of inspections having regard to the nature and extent of the hazards at the site — and that agreement cannot be unreasonably withheld.
