# Electrical Safety on Irish Construction Sites: Temporary Installations and Overhead Lines --- Electricity is one of the most dangerous hazards on any construction site. Contact with live electrical conductors can cause fatal electrocution, severe burns, and cardiac arrest. Unlike many construction hazards, the danger is invisible: a cable that looks dead may be live, and the consequences of getting it wrong are immediate and irreversible. Despite this, electrical safety on Irish construction sites is frequently inadequate. Temporary electrical installations are often poorly planned and maintained, overhead line exclusion zones are ignored, and workers use damaged or unsuitable electrical equipment without question. This article sets out the key electrical safety requirements for Irish construction sites and the practical steps contractors must take to manage the risk. --- ## The Legal Framework Electrical safety on construction sites is governed primarily by the Safety, Health and Welfare at Work (General Application) Regulations 2007, Part 3, Chapter 1, which deals with the use of work equipment, and Part 3, Chapter 2, which deals specifically with electricity. The Electricity Regulations 1972 (as amended) also apply, as do the requirements of the Construction Regulations 2013 in relation to the Construction Phase Safety and Health Plan. The Electricity Supply Board (ESB) and EirGrid have additional requirements in relation to work near overhead power lines, which are discussed below. --- ## Temporary Electrical Installations ### Planning the Installation Every construction site that uses electrical equipment requires a temporary electrical installation. This must be planned before work begins, not improvised as the project progresses. The installation must be designed to meet the anticipated load and must comply with the relevant standards, including the Irish Standard IS 10101 (National Rules for Electrical Installations) and the requirements of the General Application Regulations. The temporary installation must be installed, inspected, and tested by a competent electrician before it is put into service. A competent electrician for this purpose is one who is registered with Safe Electric, the Register of Electrical Contractors of Ireland (RECI), or who holds an equivalent qualification. ### Reduced Voltage Systems One of the most effective ways to reduce the risk of electrocution from portable tools on construction sites is to use a reduced voltage system. The standard construction site voltage in Ireland and the UK is 110V, supplied through a centre-tapped earth (CTE) transformer. This means that the maximum voltage to earth from either conductor is 55V, which significantly reduces the risk of a fatal shock compared to the standard 230V mains supply. The use of 110V reduced voltage systems for portable tools is strongly recommended on Irish construction sites and is required by many principal contractors and clients. Where 230V tools are used, they must be protected by a residual current device (RCD) with a tripping current of no more than 30mA. ### Inspection and Maintenance Temporary electrical installations must be inspected and tested at regular intervals throughout the project. The frequency of inspection depends on the nature of the installation and the conditions on site, but a formal inspection at least every three months is generally considered appropriate for a construction site installation. All portable electrical equipment must be subject to a programme of inspection and testing (PAT testing) to ensure that it remains safe to use. The frequency of testing depends on the type of equipment and the conditions of use, but on a construction site, more frequent testing is generally required than in an office environment. Equipment that is found to be damaged or defective must be taken out of service immediately and either repaired or replaced. Workers must be instructed not to use damaged equipment and must know how to report defects. ### Common Electrical Deficiencies The most common electrical deficiencies found on Irish construction sites include: | Deficiency | Risk | |---|---| | Damaged or taped cable joints | Short circuit, fire, electrocution | | Extension leads run through doorways or under doors | Cable damage, trip hazard | | Overloaded sockets and extension leads | Overheating, fire | | No RCD protection on 230V tools | Fatal electrocution risk | | Damaged plug tops or exposed conductors | Electrocution | | Electrical distribution boards left open or unsecured | Access by unauthorised persons; electrocution risk | | No inspection or PAT testing records | Inability to demonstrate compliance | --- ## Overhead Power Lines ### The Risk Contact with overhead power lines is one of the most common causes of fatal electrical accidents on Irish construction sites. The risk arises when plant, equipment, or materials come into contact with or approach too closely to overhead lines. The most common scenarios involve excavators, mobile cranes, tipper lorries with raised bodies, scaffolding, and long-handled tools. Overhead power lines are not insulated. There is no protective covering on the conductors. Any contact, or even a close approach that allows an arc to form, can be fatal. ### Safe Distances The safe distance from an overhead power line depends on the voltage of the line. The following minimum safe distances apply: | Voltage | Minimum Safe Distance | |---|---| | Up to 33kV (distribution lines) | 3 metres | | 110kV (transmission lines) | 6 metres | | 220kV (transmission lines) | 7 metres | | 400kV (transmission lines) | 9 metres | These distances apply to all plant, equipment, materials, and persons. They are minimum distances; greater clearance should be maintained wherever possible. If you are unsure of the voltage of an overhead line near your site, contact ESB Networks (for distribution lines up to 38kV) or EirGrid (for transmission lines above 38kV). Do not assume that a line is low voltage because it appears to be a small cable. ### Exclusion Zones and Goal Posts Where work must be carried out near overhead power lines, a formal exclusion zone must be established and enforced. The exclusion zone should extend to at least the minimum safe distance from the nearest conductor on each side of the line. The most effective physical control measure for plant operating near overhead lines is the use of goal posts: a pair of posts with a horizontal bar suspended between them at a height that prevents plant from passing under the line without the driver being aware that they are approaching the exclusion zone. Goal posts must be positioned so that plant cannot reach the exclusion zone without passing through them. Where work must be carried out within the exclusion zone, the line must be made dead by the network operator before work begins. This requires advance notice to ESB Networks or EirGrid and may take several weeks to arrange. Do not attempt to work within the exclusion zone of a live overhead line. ### Underground Services The risk from underground electrical cables is equally serious. Before any excavation work begins, the location of all underground services must be established using service drawings, cable avoidance tools (CAT scanners), and, where necessary, trial holes. The relevant utility companies must be contacted for up-to-date service records. Even with the best precautions, underground services may not be where the drawings indicate. Excavation near known or suspected services must be carried out carefully, using hand tools in the vicinity of the service. --- ## Competent Persons and Electrical Work Only competent persons may carry out electrical work on a construction site. In Ireland, all electrical installation work must be carried out by a registered electrical contractor (REC) registered with RECI or Safe Electric. This applies to the temporary site installation as well as any permanent electrical work forming part of the construction project. Workers who are not electricians must not carry out electrical work, including changing plugs, repairing cables, or connecting equipment to the electrical distribution system. --- ## Electrical Safety in the Construction Phase Safety and Health Plan The Construction Phase Safety and Health Plan must address electrical safety. This should include: - The arrangements for the temporary electrical installation, including the use of reduced voltage systems - The location of overhead power lines near the site and the exclusion zones to be maintained - The arrangements for locating underground services before excavation - The inspection and testing regime for the temporary installation and portable equipment - The names of competent persons responsible for electrical safety on site --- Electrical accidents on construction sites are preventable.
