Task. The task element considers the nature of the manual handling operation itself. Does the task involve holding the load away from the body? Does it involve twisting, stooping, or reaching? Is the load handled at a distance from the body, above shoulder height, or below knee height? Does the task involve repetitive handling? Does it require sudden, unexpected movements? Tasks that involve these characteristics carry a higher risk of injury than tasks that do not.
Individual. The individual element considers the characteristics of the worker carrying out the task. Does the worker have any pre-existing health conditions that make them more susceptible to manual handling injury? Is the worker pregnant? Is the worker young or inexperienced? Has the worker received adequate training in manual handling? The employer must take account of the individual characteristics of workers when assessing manual handling risks and must not require workers to carry out tasks that are beyond their physical capability.
Load. The load element considers the characteristics of the object being handled. Is the load heavy? Is it bulky or difficult to grasp? Is the centre of gravity unstable or likely to shift? Is the load sharp, hot, or otherwise hazardous? Loads that are heavy, bulky, or difficult to grasp carry a higher risk of injury than loads that are compact and easy to handle.
Environment. The environment element considers the physical conditions in which the manual handling takes place. Is the floor surface uneven, slippery, or unstable? Is there sufficient space to carry out the task safely? Is the lighting adequate? Is the temperature extreme? Environmental factors can significantly increase the risk of manual handling injury, particularly on construction sites where the working environment is often challenging.
Practical Controls for Manual Handling on Construction Sites
The most effective control for manual handling risk is to eliminate or reduce the need for manual handling through the use of mechanical handling aids. On construction sites, this includes the use of forklifts, telehandlers, pallet trucks, sack trucks, and hoists to move materials. Where mechanical aids cannot be used, team handling can reduce the load on individual workers.
Where manual handling cannot be eliminated, the employer should consider whether the load can be reduced in size or weight, whether the task can be redesigned to reduce the risk factors identified in the TILE assessment, and whether the working environment can be improved to reduce the environmental risk factors.
All workers who carry out manual handling tasks must receive adequate training. Manual handling training should cover the principles of safe manual handling, the correct technique for lifting and carrying loads, and the specific manual handling tasks that the worker will be required to carry out. Training records must be kept.
