What Is the Safety File?
The Safety File is a document that records information about a completed structure that will be needed by anyone carrying out future maintenance, repair, refurbishment, or demolition work. It is one of the key documents in the Irish construction safety management system, alongside the Preliminary Health and Safety Plan and the Construction Phase Safety and Health Plan. Where those two documents focus on managing safety during the design and construction phases of a project, the Safety File looks forward to the future life of the structure and the work that will be carried out on it.
The Safety File is required on notifiable construction projects, that is, projects where the construction phase will last longer than 30 working days with more than 20 workers simultaneously, or where the volume of work will exceed 500 person-days. What Must the Safety File Contain?

As-built drawings. Drawings showing the structure as it was actually built, including any changes made during construction. These drawings are essential for future maintenance and refurbishment work, as they show the actual layout of the structure, the location of services, and the structural form.
Design information. Information about the design of the structure, including the structural calculations, the specification of materials, and any design assumptions that affect future work. For example, if the structure has been designed to accommodate a future extension, the Safety File should record the loading assumptions that were made.
Location of services. Information about the location of all services within the structure, including electrical cables, gas pipes, water pipes, drainage, and telecommunications cables. This information is essential for future maintenance and refurbishment work, as striking a buried or concealed service can cause serious injury.
Hazardous materials. Information about any hazardous materials used in the construction of the structure, including asbestos-containing materials, lead paint, and any other substances that could pose a risk to future workers. Where hazardous materials have been identified and left in place, the Safety File must record their location and the precautions required for future work.
Maintenance requirements. Information about the maintenance requirements of the structure, including the frequency and nature of inspections, the access arrangements for maintenance work, and any specific safety precautions required for maintenance activities.
Residual hazards. Information about any residual hazards that could not be eliminated during the design or construction phase and that future workers need to be aware of. This might include confined spaces, fragile roofing materials, or structural elements that require special precautions during future work.
Who Is Responsible for the Safety File?
The PSDP has overall responsibility for preparing the Safety File and for handing it to the client on completion of the project. In practice, the preparation of the Safety File is a collaborative effort involving the design team, the PSCS, and the specialist contractors who have worked on the project.
The PSCS is responsible for ensuring that information generated during the construction phase is provided to the PSDP for inclusion in the Safety File. This includes as-built drawings, records of any changes made during construction, information about hazardous materials encountered during the work, and any other information that is relevant to future maintenance or demolition work.
The client is responsible for keeping the Safety File after it has been handed over and for making it available to anyone who needs it for future work on the structure. The client must also update the Safety File when future work is carried out on the structure.
Common Deficiencies in Safety Files
The Health and Safety Authority has identified a number of common deficiencies in Safety Files on Irish construction projects. These include files that are incomplete because information was not collected during the construction phase, files that contain design drawings rather than as-built drawings, files that do not include information about hazardous materials, and files that are not handed over to the client on completion of the project.
A Safety File that does not meet the legal requirements exposes the PSDP and the client to enforcement action by the HSA. More importantly, an incomplete Safety File means that future workers carrying out maintenance, repair, or demolition work do not have the information they need to work safely.
